Powers:
Arsenal possesses a wide range of superhuman capabilities, the extent of which remain unrevealed, but were sufficient to keep both the Avengers Thor and Wonder Man at bay. It possessed unearthly superhuman strength and resistance to injury, focused air blasters, and sensor array. It was linked to the Mistress computer, in order to receive information, direction, and tactics.

Bio:
Iron Man was informed by Senator Zimmer that the Arsenal Alpha unit was still deactivated beneath Avengers Mansion, and that the unit that had been destroyed previously, by The Avengers, She-Hulk and the Hulk was the Beta Unit. Iron Man was asked to shut it down and not tell any of his fellow Avengers about the situation due to the level of secrecy the United States wished to keep regarding Arsenal. Iron Man went beneath the Mansion unaware that his fellow Avengers had followed him. Iron Man found the Alpha Unit, but The Avengers, not trusting him due to the secrecy, interrupted the transmission codes to shut it down and actually accidentally activated Arsenal.

After a fight with The Avengers and Iron Man, Arsenal was shut down, and Homeland Security was called in to dismantle Arsenal.
