Major Hoy (Marvel) Real Name: Hoy Search for 'Major Hoy (Marvel)' on eBay Powers: Ordinary human being. Commanded the Commissar, a powerful robot disguised as his superior officer. Bio: Major in the Sin Cong Communist Party army. Posed as the underling to "The Commissar," apparently a superhumanly powerful person, but actually a sophisticated robot. Attempted to use the robot as a propaganda tool, attacking the Avengers with the intention of demonstrating the superior power of Communist man. When the robot was revealed and destroyed, the Sin Cong people threw off the yoke of oppression, and Hoy fled.
