Sitting Bullseye was originally a member of the CIA. He was sent to infiltrate a native american reserve in an effort to connect them to illegal alcohol production. When his motives were discovered by the tribe, the tattooed a large bullseye on his chest and chased him off their land. He was then let go from the CIA.
Sitting Bullseye was then recruited, along with four other would-be super-villains, by Dr. Angst to form the super-villain group known as The Band of the Bland. Their mission was to assassinate the leader of The All Night Party, Howard thd Duck. Angst had led The Band to believe they were doing so to rise above their current status as nobodies, but in actuality, was doing so merely for profit as he had been hired by unnamed parties. Sitting Bullseye as well as the rest of The Band, were also led to believe by Angst that he had increased all their power levels using the mystic placebo Promethium. The Band was defeated by Howard the Duck and The Defenders.
After a long stretch in prison, Angst was able to escape, and put into motion his master plan, The Cosmic Squish Principle. This consisted of releasing a multitude of pocket dimensions to, in essence, squish, the Earth dimension. He once again recruited The Band to help him in his schemes, and they were once again defeated by Howard the Duck, with more than a little help from the She-Hulk.
