Harbinger and the Monitor were unable to analyze the Phantom Stranger, discern clues to his origin, or determine the extent of his abilities. This demonstrates one limitation to their otherwise omniscient powers of knowledge.

A frightened child witnessed the drowning of her parents at sea. Alone, and adrift on the ocean, she was spotted and rescued by the one known as the Monitor. The child was brought to his satellite and raised into adulthood.
When the Monitor finally perished, the girl known as Harbinger took over the role of her mentor, monitoring and chronicling the passage of time.
