Cardinal was a top operative of I.C.O.N., a terrorist organization group that had plans to abduct Frankenstein's Monster and use him in helping them create an army of monster super soldiers. Cardinal was able to temporarily capture Frankenstein's Monster and his friend Ralph Caccone before being rescued by Eric Prawn, a private investigator hired by Veronica Frankenstein to bring Frankenstein's Monster to her so she could fix his vocal chords and allow him to speak again, a small token to try and relieve the world of the wrongs that her distant relative Victor Frankenstein had created in his pursuit of creating Frankenstein's Monster.

Prawn took Frankenstein's Monster and Ralph to the Swiss Alps where Veronica was able to restore the monster's voice. Cardinal and I.C.O.N. followed, trying to recapture the monster. Cardinal and another agent of I.C.O.N., Indigo, were killed when Ralph shot the gas tank on their helicopter, causing it to explode.
