Chancellor Palpatine's Senior Administrative Aide and arguably his second-closest political confidant. It is entirely possible that she knew all along of his dual life as Darth Sidious, for she herself was a Dark Side Adept. While most of her life played out in the political arena, it is known that she helped train surviving Force-sensitives in the ways of the Deark Side.

But it is her role as a political instrument of Palpatine that bears closer scrutiny. After the declaration of Empire, she became more directly involved in the day-to-day debate in the Imperial Senate. As the Emperor's Office continued to build its administrative program, the Imperial Senate became pro-Rebellion, handing a spiritually important victory to the long-forgotten Delegation of 2000.

In any other circumstances her legislative life would have to be deemed a failure. Were it not for the fact that the Senate was irrelevant to the real seat of power--Palpatine--very little she advocated would have come to fruition. Where Palpatine had been able to deftly manipulate his way to power by using the machinery of democracy to obtain huge, democratic majorities, she completely lost all of Palpatine's legislative momentum, and turned the majority of the Senate against Palpatine.

Eventually, she was so frustrated that all she could do was agree with Palpatine that the Senate be abolished. This, of course, was done--but one cannot help but wonder if she had been able to be more persuasive whether the desire for rebellion might not have been checkmated. Indeed, the total abandonment of even the trappings of democracy might have been key to Palpatine's ultimate undoing.

One of the curiosities about Sly Moore is that she was not human. Some have suggested that Palpatine himself was not a speciesist, but it is quite clear that he used speciesism to his advantage. Placing only humans in the leadership of his "New Order", the Emperor sent a fairly clear signal that non-humans need not apply. Sly's political position may have therefore been undermined simply because she was not human.
