Z.E.P.O. is not a single individual but a group, whose full name is the Zom Emotional People's Organization. They are opposed to the Brains Trust and the Moderators. They await the coming of the Great Emoter, whom they believe will deliver the planet from its emotionless state.

Among its members, who aren't necessarily developed enough to warrant their own separate entry in this database, are people named "Need to Know", "Humble", and "Half-Daft". Their name connotes a specific emotion that each individual is trying to master, in the hopes that they will bring a variety of "emotional weapons" to bear on their overseers.

While still somewhat impersonal, this naming convention contrasts with the usual way in which people are named on the planet, typically with letters and numbers.

Z.E.P.O. is also in opposition to the methodology, though not the aims, of a rival rebel group on the planet, Big Hate.

The acronym is almost certainly deliberately "Marx Brothers". It is no wonder they would attempt to label the Fourth Doctor the "Great Emoter", as he has a passing resemblance to another Marx Brother, Harpo.
