Ballard is allergic to europium, a relatively non-toxic lanthanide heavy metal. This makes him unable to use the europium-based formula he stole from the Julnarian Kulan Dar, and instead must feed it to other criminals he hires.

Carl Ballard was a small-time criminal until his encounter with Kulan Dar, a traveler from the colony of Julnar. He hypnotized Dar with the Dominator device that Julnarians use to control animals. He did this to commit crimes, framing Jean Loring's friend, Alma Wilson. He forced Dar to battle with The Atom until The Atom retrieved the Dominator. He kept a supply of the formula Julnarians like Dar use to teleport and hired other criminals to commit crimes for him, being allergic to it himself. He also fed the formula to The Atom, then hypnotized him to make him go to Republic of the Congo (Léopoldville), whenever Atom saw him. Atom had to teleport to the embassy in Leopoldville to take the phone lines back, only to go back. Planning to leave the town to richer locales, Ballard thought the Atom should be allowed to come back by the upcoming Thursday, so Atom teleported across the International Dateline first, allowing him to return to help the police capture Ballard and his lackeys.
