Bio:
Sanford Packard was a wealthy man, and the dental patient of one Dr. Bob Doom. Doom had recently completed some dental work on Sanford when he started receiving AM radio broadcasts out of the filling that Doom had put in. Sanford contacted She-Hulk in her capacity as a lawyer, referred by his friend and her former employer, Blake Tower, to sue Doom. After they had the filling removed, She-Hulk was able to get it examined. It turns out it was a device capable of hypnotizing the person who had it implanted in their teeth. Sanford had simply bitten down too hard and the device malfunctioned.

Knowing a lawsuit could bring unneeded attention to the plans Doom had set in motion, he activated the devices in three other patient's mouths and had them act crazy in public. Since he had gotten them to sign him up as their trustee when they were under anesthesia, when they were deemed incompetent to handle their finances, he was given all their money. With this money he paid Sanford twice what he was suing for as long as he signed a non-disclosure agreement. Sanford agreed.

In the end, She-Hulk was able to stop Doom's plans of stealing the fortunes of rich people to build his own empire (as he was the fifth cousin of the actual Doctor Doom and wanted an empire to rival his so he could stop living in his shadow) and sent Doom to prison.
