As he appeared principally in his own Vertigo series, he's not really a part of the mainstream DCU. However, he has briefly, and fairly inexplicably, appeared in the DCU at moments of what might be called "cosmic stress".

Although Grant Morrison and Ann Nocenti interpreted this character differently, he is clearly intended to be the same post-Crisis character, as evidenced by the supporting cast from Morrison's series (Jerry Sullivan and Val Hoffman) appearing in Nocenti's.
