It means that the database has gotten blocked up and the offending query needs to be cleared up.

The site has been giving the message "Server under maintenance" for a long time now whenever contribution history is clicked... is this expected to be fixed anytime soon?

The contribution history is toast...
Which is fine except if somebody accidentally (or maliciously) screws something up...

I sometimes find myself curious to see who added what and when... it's a shame that's no longer an option

Is it a sign I've been at this too long when I can often guess who has added what even without the contribution history?

Contribution histories are back up - if they don't get abused like they were, they should stay that way

I didn't realize that's why they were taken down, in what way were they abused?

When I closed them down, there was some sort of automated function like a bot that would just hammer those pages over and over, putting a huge strain on the database. No idea why they would want to do the history pages, but they had to be closed down as a result.
