In the future, technology has progressed to the point that it has forced society to reconsider just what "humanity" is. Cybernetic replacements and memory implants have become common-place, and most people access the global information network through a direct neural interface.
Like most computer users today, there are firewalls available to protect a user's essence (or "ghost") from being accessed and tampered with while they explore the network. Sadly, there are criminals who enjoy engaging in "ghost hacking": penetrating the neural network of an individual without permission in order to hijack their bodies, rewrite or erase memories, or perform other nefarious tasks. Once hacked, a victim has no way of knowing which memories have been tampered with, deleted, or replaced with those of the attacker.
But one ghost hacker has risen above them all. The Puppeteer can break into anyone's consciousness, no matter how shielded and firewalled. And the results are not pretty.
Now it's up to Major Motoko Kusanagi and the rest of her group, Kōuan Kyūka ("Section Nine, Public Safety") to track down The Puppeteer and stop him. Or her.
