With Batman gone, Jason Todd devises his own plan on how to choke out crime in Gotham City. Jason plans to unite all of the local gangs together into one force that will keep Gotham Underground in check, and the good cops can keep the gangs under control. Penguin confronts Robin about the money that was stolen away from him, believing he had been crossed. It turns out that someone was impersonating Robin and had stolen away a very large sum of money. Robin responds by blaming Jason, although it also seems he is not the culprit. A new, mysterious Red Robin has surfaced in Gotham.
