This cover originally adorned Fight Comics #56.
Despite the double use, there is considerable doubt about the artists. Per notes in this issue itself, Baker and Doolin collaborated on cover. But editor Bill Black ascribes no particular details about who did what in his alleged collaboration.
Other sources paint a more complicated picture, in which Baker had nothing whatever to do with the cover. These folks say that the timing is wrong for Baker to have been doing work for Iger at the time of the original Fight Girl cover. Thus, it's possible that an unknown member of the Iger staff, many of whom had by then learned to imitate Baker, collaborated with Joe Doolin.
Indeed, Doolin is the one point of agreement between Black and 21ar century Iger scholars. They claim that the background is "definitely" the work of Joe Doolin, while the Tiger Girl image was drawn and inked by an unknown (or unconfirmable) artist in the Iger stable.
