In Onslaught's aftermath, New York City stands half ruined and deprived of his major heroes. Among the debris, a girl is abducted by an unknown assaultant. Later, a band of scavengers called the Rat Pack is caught looting by a new supergroup calling themselves the Thunderbolts. Although the robbers manage to escape, the whole mess is broadcasted live on TV. Back at their headquarters, the T-Bolts give a press conference as their leader, Citizen V, introduces them as do-gooders to the gathered media. When news of a Rat Pack sighting break in, the team leaves to pursue them but come across the Wrecking Crew instead. In the end, bureaucrat Dallas Riordan offers the Bolts cooperation with the townhall, but they hide a dark secret.
Days later, the Thunderbolts hang at their headquarters while the TV news drool over the rise of the team. The dedication of a memorial devoted to the missing superheros is met with enthusiasm by the Mad Thinker, who sets a plan in motion. While Mach-1 and Songbird get along together and Atlas and Citizen V make some repairs, Techno and Meteorite have an argument. The morning after, Ben Franklin is grabbed from the memorial event by an android and pursued by the T-Bolts to Four Freedom Plaza, where a fight with the Thinker ends with a decapitation and an offer the T-Bolts can't turn down.
