Avenger and former convict, Luke Cage, has been recruited by Steve Rogers, former Captain America and new head of National Security to head the new Thunderbolts super-criminal reform project based in The Raft super-maximum security prison. Cage participates in the selection of the team of villains who will work for the government and meets the Man-Thing, who they will use for teleportation.
As Cage gathers his team for their first training exercise, he is struck down by Baron Zemo, who offers to take the criminals into his new team of Thunderbolts.

Baron Zemo does not appear in this issue, as he is actually Fixer in disguise
