It's the turn of the century in Gotham, and working conditions are bleak at best. Those that can get work live in the dangers of the factories. Unions are illegal, and the city oppresses the people that support them; only The Cat sees the true path to freedom. The people have a figurehead, but what they need now is a hero. That hero is an industrial Robin Hood; that hero is The Bat. While a serial killer is brutalizing the lower class, only The Bat has the uncorrupted gall to find the true killers behind his trail of blood.
