Micha Langer and his wife Sophie are only two of a whole apartment building filled with elderly tenants being terrorized by thugs hired by the landlord to scare them from their homes. Fire bombs, shattered plumbing, turned-off heat, and physical threats have become a way of life for them, and it reminds them very much of their horrifying youth in Nazi Germany

Saving Micha's life in a fire bombing one night, Vincent learns of the tenants' plight and informs D.A. assistant Catherine Chandler. She agrees to meet with the tenants and tries to help.

A a glamorous party, Catherine has met the wealthy entrepreneur Elliott Burch and his lawyer, Louis, and she finds Burch quite appealing. She asks Burch to call; meanwhile, Vincent senses their growing mutual affection.

Later, a tenant moves out of the rent-controlled building that has long been his home, explanining that while they can't be evicted or have their rents raised, they are being driven out in fear for their lives. Leo Mundy, leader of the thugs terrorizing them, contratulates Herman and his wife for their "deal"... being paid to evacuate, rather than be hurt.

Catherine hears Mundy's veiled threats and learns that he works for the managing company that bought the building months earlier; her boss, assistant district attorney Joe Maxwell, realizes the danger and agrees to help: "You give me the tools -- and I do the job on him, Okay?"

Burch dates Catherine, speaking of the joys of New York City, in scenes contrasted by the terrors Micha and his wife experience; fortunately, vincent has befriended the elderly couple, and saves them from assault on the streets by more of Mundy's men.

As Catherine gains more information about the holding company, Burch shows up at her office bringing a fabulous waiter-catered sumptuous meal of lobster and champagne, embarrassing Catherine but appealing to her sense of romance. In the hallway, she kisses him passionately for his gesture -- as, below, Vincent broods...
