A faceless being calling himself Red Tornado appears at Justice Society headquarters claiming to be one of them. Hourman's computer successfully predicts a museum heist, and Red Tornado's aid indirectly causes harm to all of the Justice Society, causing the apparent deaths of all present at the mission except Dr. Fate.
The heist is perpetrated by other faceless beings. All of the faceless beings are androids created by T.O. Morrow, who was previously defeated on Earth-One by the Flash and Green Lantern. Red Tornado was created to cause the Justice Society to fail, but after the defeat of the Justice Society, Morrow's computer states that Red Tornado's involvement with the Justice League will be the cause of his defeat.
