Penguin hosts a gambling event at the re-opening of the Iceberg Lounge. Batman attends the event as Bruce Wayne, intending to watch over Penguin with a close eye. Batman is a little unnerved when he sees recently reformed Riddler and Penguin talking amongst themselves, which actually turns out to be purely entrepreneurial in nature. Penguin becomes infuriated when his money is lost to Mr. ZZZ in a card game, but Batman investigates the card game to find that Mr. ZZZ had been cheating the whole time. Batman returns the money to Penguin, with the understanding that Batman will keep out of Penguin's business as long as he can play it straight.
