Harley Quinn is up for review at Arkham Asylum, but due to Bruce Wayne's vote she is refused discharge. She is subsequently busted out of Arkham by Moose, one of Scarface's henchmen. Scarface and Sugar (the new Ventriloquist) fill Harley in on a plan to make a quick buck. Harley tricks Scarface into believing she would go through with the plan, and instead sets him up by informing Commissioner Gordon of Scarface's plans. Bruce Wayne, convinced Harley has changed her ways, decides to change his vote, and Harley Quinn is released from Arkham.
