its The Prisoner, in the DC Universe - Decanus
This is certainly an interesting idea, setting up Nemesis as a type of Number 6, The Prisoner but in the DC Universe. The issue does not make a lot of sense, but I guess that's the point, trying to make it feel psychedelic and weird. I am intrigued to see where they go with this. Not for everyone, I suspect!
