In the overall story arc, the Earth has died out but the people have scattered to different planets. The idea is to show how the heroes of the Earth live on in the worlds they've migrated to. The theme had similarities to the ELSEWORLDS arc used for the 1995 Annuals, as it offered possible alternate futures for the various subjects of the books.
