Bio:
The problem with being the Emperor or Darth Vader is that it's very hard to go out on covert missions. But the Empire absolutely depends on secrecy and deception. Thus, a new position was created in the governance of the Empire: the Emperor's Hand. Always filled by a strong Dark Side user, it was no doubt modeled on the relationship between Assaj Ventress and Count Dooku. (Indeed had Dooku survived to see the birth of the Empire, Ventress would almost certainly have been the first official "Emperor's Hand").

The idea was that someone largely unknown to the public would be able to insert themselves into any situation and strike with most of the Dark Side lethality of the Emperor or his apprentice. The Hand would not be a full Sith, and would covet Darth Vader's position in the Imperial power structure. Thus, from the Emperor's perspective, not only would he have a useful tool for covert ops, he would also gain someone to put pressure on his apprentice (who, during the life of the Empire, was always Vader). As with most of the Emperor's toys, his Hands amused him well by entertaining his ever-tactical mind in multiple ways.
