Like it's predecessor for the "classic" series of Doctor Who, The Dr Who Annual, this title had a publication date that was a year off the date by which any particular annual was known. For instance, the 2006 annual was actually published in 2005.
The concept of the British annual has no real analogue in American comics. Most popular television series license their characters and situations to a publisher once a year, with a view towards producing a tie-in product that is a mixture of text and comic material. The goal, ostensibly, is to give consumers "something to remember the past year by"--perhaps most akin to a high school yearbook.
Unlike the earlier attempts at an annual for this show, though, The Doctor Who Annual was actually tightly integrated into the series, and showcased work by the artists actually working on the show. As a result, the title has so far garnered more respect, if not actual canonical status, than its predecessors.
As with the heyday of The Dr Who Annual, these are a curious mixture of short story, comic strip, games, and informational features.
The 2006 annual was definitely a Panini product, but, beginning with the 2007 edition, the "annual concept" split into two different publications. Panini would continue publishing an annual book of stories and comics known as Doctor Who Storybook. Meanwhile, the BBC would reserve the word annual for itself and begin publishing Doctor Who: The Official Annual.
