Not at all to be confused with an annual in the British sense, these all appeared at a time when Doctor Who was not being broadcast. They are maybe the closest thing Doctor Who Magazine had to an annual in the American sense of the word. They featured material covering all (at the time) seven Doctors, and were a mix of retrospective, reprints and original material. Their target audience is a bit of a mystery because they're not as clearly kid-friendly as the old Annuals, but the information they impart is stuff that any adult fan would already know. The fiction and comic strips range from using then-big-name-talent (read: people writing for the Virgin line of novels) in original adventures, to reprints of things already seen in several publications.

Maybe the best way to describe them is that they were an attempt to give non-fans who were just becoming acquainted with Doctor Who through re-runs a compact smattering of information and fiction covering the whole run of the original series.
